In the May 2019 election, Bay City voters approved the City Manager form of government, with Scotty Jones currently serving in this key role as endorsed by the City Council.

With 20 years of expertise in budget and finance administration, economic development, and city operations, Scotty Jones is a seasoned leader dedicated to the continued growth and success of Bay City. Her deep roots in Matagorda County not only provide a unique insight into local government but also enable her to truly connect with the community's values and needs.

Scotty holds a Bachelor’s degree in Business Administration and Accounting and completed the Certified Public Manager program through the William P. Hobby Center for Public Service at Texas State University in 2017. She is an active member of the Texas City Manager's Association, the International City Manager's Association, and the Texas Economic Development Council. Additionally, she is a certified Investment Officer, as required by the Public Funds Investment Act.

As City Manager, Scotty Jones works at the pleasure of the Mayor and City Council, overseeing the day-to-day operations of Bay City and ensuring the efficient delivery of services to residents.
