Step 1:  Personal History Packet (Application for Police Officers and Dispatchers)

Complete a BCPD Personal History Statement (PHS) 

A completed Personal History Statement (PHS) is used as a basis for a background investigation that will determine your eligibility for the position for which you are applying. It is essential that all information be complete and accurate.  An accurate and complete Personal History Statement will expedite your background investigation; deliberate omissions or falsifications will result in disqualification.

After the personal history statement has been submitted, a review of the packet and documents along with a preliminary interview will be conducted. This interview and review are utilized to ascertain whether any immediate disqualifiers exist that would prevent the applicant from continuing in the hiring process.

In order to expedite successful submission of your PHS, please bring all required documents the day you submit your PHS. 

Step 2: Physical Fitness Test (PFT) / Firearms Qualification / POST Exam

Concept 2 Rower PT Test - To successfully pass the Concept 2 Rower test, an applicant is required to complete the 2,000-meter row and achieve a minimum score of 50%, with the difficulty level set to "5". The passing score is determined based on your gender, age, and weight.  Applicants not passing the physical ability rowing test on the Concept2 Rower will not be allowed to continue through the hiring process after two unsuccessful attempts.  

To determine your minimum standard for a passing 50%, visit the Texas Department of Public Safety website and follow the steps below:

- select your gender and age range then type in your weight

- under the "Desired Results" section, type in "50"

- click "Calculate"

- you must achieve that time or faster to pass the Concept 2 Rower test.

**On the day of row testing please bring tennis shoes and comfortable gym clothes**

Training Videos for the Concept 2 Rower Test - Proper technique and instructions This video will give the candidate tips on proper technique.  Common Errors This video will help the candidate reduce errors in rowing.

Firearms Qualifications - Applicant must fire/score a minimum of 80% to qualify.  Any round off of the colored silhouette is an automatic disqualification.

From the 3 Yard Line 6 rds. Load six (6) rounds, holster and secure the weapon. On command draw and fire one (1) round and come to low ready position. On next command fire one (1) round and return to low ready position. Repeat four (4) additional times. Holster and secure an empty weapon.

From the 3 Yard line 7 rds.  Load one (1) round, holster and secure. Load six (6) rounds into a second magazine or speed loader. On command draw and fire one (1) round, reload with six (6) rounds and fire one (1) additional round. Holster and secure the weapon. Next command draws and fire one (1) round, holster and secure the weapon. Repeat four (4) additional times. Holster and secure an empty weapon.

From the 3 Yard line 6 rds.  Load six (6) rounds, holster and secure the weapon. On command draw and fire two (2) rounds, holster and secure the weapon. Repeat two (2) times, holster and secure an empty weapon.

From the 7 Yard line 6 rds.  Load six (6) rounds, holster and secure the weapon. On command draw and fire one (1) round, holster and secure the weapon. Second command draw and fire two (2) rounds, holster and secure the weapon. Third command draw and fire three (3) rounds, holster and secure an empty weapon.

From the 7 Yard line 6 rds.  Load six (6) rounds and holster and secure the weapon. On command draw and fire one (1) round and come to low ready position. On next command fire one (1) round and return to low ready position. Repeat four (4) times, holster and secure an empty weapon.

From the 7 Yard line 7 rds.  Load one (1) round, holster and secure the weapon. Load six (6) rounds into a second magazine or speed loader. On command draw and fire one (1) round, reload with six (6) rounds and fire one (1) additional round. Holster and secure the weapon. Next command draw and fire one (1) round, holster and secure the weapon. Repeat four (4) additional times. Holster and secure an empty weapon.

From the 15 Yard line 6 rds. Load six (6) rounds and holster and secure. On command draw and fire two (2) rounds and holster and secure the weapon. Repeat two (2) times and holster and secure an empty weapon.

From the 15 Yard line 6 rds.  Line load six rounds, holster and secure the weapon. On command draw and fire all six (6) rounds. Holster and secure an empty weapon.

**On the day of firearms testing you are to bring your handgun with at least 2 magazines, 2 magazine pouches, belt with pistol holster, and 100 rounds of service ammo (two boxes).  The following calibers are approved: 40, 9mm, 45 and, and 357**.

POST Exam - The National Police Officer Selection Test (POST) is an entry-level basic skills test that assists law enforcement agencies in identifying qualified applicants by ensuring that candidates possess the basic cognitive skills necessary to successfully perform the job. The POST is a valid, job-related test designed specifically for law enforcement use, which measures these basic skills: Arithmetic, Reading Comprehension, Grammar and Incident Report Writing. The POST exam is used for law enforcement officer selection by a variety of municipal, county, state and federal agencies. The POST is the official test of 25 state Police Chief Associations. Online POST practice tests and preparation guides can be purchased by applicants to prepare for the written examination.

Online POST Practice Tests: Applicants can go to https://www.applytoserve.com/Study/ and pay a $15.00 fee to take an online practice version of the POST test that applicants will encounter on exam day. Applicants will be able to see if they can complete each test section in the time allowed and review their work with any time remaining. After the time expires or the applicant has submitted their work, applicants will receive immediate feedback about their performance. Thorough explanations are provided for each incorrect response, so you better understand how to improve. Please note that purchases are good for one attempt at the POST practice exam.

Online POST Preparation Guides: Applicants can go to https://www.applytoserve.com/Study/ and pay a $5.00 fee to obtain an online POST study guide that will assist applicants in learning about the National Police Officer Selection Test (POST) before actually taking it. Includes sample questions in addition to information about test sections and time limits. Don’t wait until the last minute to order your guide!

Step 3: Prepare yourself for an Interview

After a successful personal history statement review, the applicant will be scheduled for an oral review board. An oral review board is comprised of three to five members that are comprised of various personnel from a myriad of divisions. The oral review board is used to test an applicant’s verbal skills and get an idea of the applicant’s overall reasoning abilities and common sense.  This interview will last approximately 1 hour.

STEP 4: Background Investigation

The background investigation will verify information that the applicant provided on the personal history statement as well as attempting to locate omitted or contradictory information. Multiple State and Federal databases will be searched to locate any criminal history records, driving records, military records and even law enforcement contacts that could affect the applicant's suitability for employment.

STEP 5: Receive a Conditional Offer of Employment or a Rejection Letter

After a hiring decision has been made you will receive a phone call if you are hired.  If you are not hired, you will receive a rejection letter.  A rejection letter will be sent at any time you are disqualified during one of the above steps. 

STEP 6: Psychological Exam, Medical Exam, Controlled Substance Screening

Psychological Evaluation - Psychological exams are comprised of a pre-test self-interview or evaluation along with a series of multiple-choice tests or surveys. The psychologist may also conduct a sit-down interview with the applicant and rate their suitability for police employment. 

Medical Examination - Applicants being considered for employment will be scheduled for a medical examination. The medical examination will be conducted by a physician designated by the City of Bay City and will determine whether the applicant meets the medical standards required to be a Bay City Police Officer.

Drug Screening - Applicants desiring to be a Police Officer will have immense responsibility and will undergo drug testing to confirm their suitability for employment.
